POST SERVICE HOUSING SCHEME

The NAHS was started in 1996. It has the primary objective of providing houses or land for serving and retired NA personnel in locations of their choice. Civilians were also catered for through the reservation of 30 – 50% of houses in each estate. The scheme consisted of the Post-Service Housing Directorate (PHD(A) now PHD Ltd and the then upcoming mortgage institution, Post Housing (Savings & Loans) Ltd. Subscription to NAHS is voluntary. The scheme had 2,861 applicants, comprising 930 officers and 2,762 houses in 20 locations across the country. It has also allocated 500 plots of land to subscribers in 4 locations. The modest achievements made by PHD have encouraged other organizations such as the Police, Road Safety and Officer of the Head of Service to establish their own scheme.

PHD evolved from the Post-Service Housing Directorate (Army) PHD(A). The Directorate itself was an implementation agency responsible for executing the mandate of the NigerianAnny Housing Scheme (NAHS), PHD(A) was then the hob upon which the activities of NARS revolved.
 It performed the primary objective of providing affordable and secure accommodation for p~rsonnel of the Nigerian Army. To achieve this objective, the scheme was mandated to create estates across the federation into which officers and soldiers would retire. However, the need not to recreate Barracks in the estates ofthe scheme informed the decision to expand the target beneficiaries. Consequently, 30% of the houses in each of the estates were conceded to vetted civilians on outright purchase basis. This 30% civilian population was further reviewed to 50% for prime locations. In addition to this, the scheme was made open to all; interested members of other sister Armed Forces, the Nigerian Police, Para Military and Civil Servants for both the federal and state governments. The organized private sector has also been listed.           

Thus today, PHD's estates are good biend of Service personnel, Civil Servants and Vetted Nigerians'from all walks of life. .PHD aims to provide houses/land especially for Army personnel, and the general public at the most affordable prices in any location oftheir choice. The values of PHD are to carry out our tasks in the finest military tradition with particular emphasis on integrity, innovation, precision and promptness.


By far the most important achievement of PHD is the public image and goodwill it has created among the Nigerian public. It's been able to achieve the following over the years to say but a few.

  1. Establishing NARS with over 2,700 subscribers for houses in all the states of the federation.
  2. Development of over 19 estates across the federation.
  3. Construction of 1,872 houses for subscribers as at I June 2008 and other special projects for the Nigerian Army.
  4. Creation of Mortgages of over N1.81 Billion as at 31 December 2007.

The successes of PHD are resounding. The various awards it won for excellent services to its subscribers and the public at large attests to this.
Indeed, PHD is geared and set towards contributing to the overall national objective of provision of affordable and secure houses for all thereby contributing to national growth of Nigeria at large.
