Post-Service Homes (Savings & Loans ) Limited (PHL) The Post-Servce Homes (Savings and Loans) Ltd (PHL) is a primary mortgage institution for NA personnel and the general public. Its registration as a PMI has been perfected with the Central Bank of Nigeria. PHL is expected to operate in line with other mortgage and financial institutions in the country.HL is conceived to facilitate access to the National Housing Fund (NHF) in addition to mobilizing deposits and offering mortgage services to the general public. The vision for a healthy business relationship between PHL and PHD in observance of the lateral relationship envisaged for both companies even while functioning independently under AWHL is been pursed vigorously. The mission of PHL is to provide houses and mortgage facilities for Nigerian military personnel and the general public at affordable prices while maintaining excellent standard. Presently PHL has two branches: the head office at No 18 Macgregor Road (Opposite old Federal Secretariat), Ikoyi Lagos and a cash office along Mambilla Barracks Road. Asokoro, Abuja. PHL is hundred per cent owned by the Nigerian Army (NA). It was established as part of the commitment of the NA to the welfare of its officers and soldiers and its social responsibility to the country in general. PHL was granted Mortgage Banking Licenced by the Central Bank of Nigeria in June 2006. It was commissioned by the Chief of Army Staff (COAS) on 3 July 2006. The establishment eventually commenced operations in January 2007. The mission of PHL is to provide houses and mortgage facilities for Nigerian military personnel and the general public at affordable prices while maintaining excellent standard. Presently PHL has two branches: the head office at No 18 Macgregor Road (Opposite old Federal Secretariat), Ikoyi Lagos and a cash office along Mambilla Barracks Road, Asokoro,Abuja. PHL is open to members of the Armed Forces and the general public. The products and services offered by PHL to its customers are cash and effect account, regular savings, target savings, fixed deposit account, mortgage loan facilities, business short-term loan loan/working capital facility, social loan facility and payment services. PHL intends to establish more branches in Lagos, Ibadan, Enugu, Jos, Minna, Kaduna, and other major cities in the country as a deliberate plan to serve its customers better. One becomes a customer of PHL by opening and operating an account with PHL. Account opening documents (Savings and cash and effect account) are available at branches of PHL. Prospective customers collect these forms and complete them. Accounts can be opened with N5,000.OO for cash and Effect Account and Nl,OOO.OO for Savings Account. Personalized cheque books are issued to Cash and Effect account holders. A customer is supposed to actively operate his/her account for a minimum of six months. However, each application for loan facility is usually considered on its merits. The loan is repayable through the sales proceeds of the houses within one year. Under the first phase of the affordable housing development programme, 2000 housing units are located at Kurudu, Abuja, Ojo Cantonment in Lagos State, Port Harcourt in Rivers State, Ibadan, in Oyo State, Kaduna in Kaduna State, Warri in Delta State, andJos in Plateau State.
